Works in growth

A project is a work that has begun but has not yet found its final shape. It has no resident community of its own; the Delegation carries it, and asks two things of it.

First, that it serve the community around it — not an idea of that community, but the actual people, with the needs they actually name. Second, that it learn to stand on its own feet. These are income-generating projects at the service of charity: works that produce something real, so that charity does not depend forever on the next donation.

Neither of these two is finished. That is why they are called projects.
